He may seem cold at times, but he does care about Sakura. Yue has to keep transforming into his alter-ego (and human form) Yuki because he can't spend too long in that form (the Yue form.) Yue needs to draw power from a magical source in order to stay in his "Yue" form. Sakura is his new magical source, but her powers are not strong enough to support him at the moment. So, in order to save Yue (and Yukito) Toya gave up all of his magical powers to Yue.
